And what's the advantage of your proposal compared to the current pkgbuild? Or what's the issue with the pkgbuild as it is now? Does it conflict with any aur guidelines?

Please kindly upload a non-VCS package that uses a fixed Subversion revision.

There was a deletion request for this vcs package because the upstream is unmaintained since 2011. I don't know how to answer the request directly, so I comment here, instead.
I don't see any benefit of deleting this package, so I vote for keeping it. I have been using pdfscissors frequently in recent years. Also, I don't see any other pdfscissors package in the aur, nor do I see any other package with reasonably similar functionality.
