Cheers! I have updated PDK to 2.5.0, switched to focal for the upstream package and added libxcrypt-compat as depends as mentioned by Joboy.
As i don't really use puppet anymore i will go ahead and disown this package as i'm not able to really test it.

People who get the error message
error while loading shared libraries: libcrypt.so.1: cannot open shared object file: No such file or directory
: either make a symlink tolibcrypt.so.1.1.0

Switching _ubuntu_release back to bionic fixed the issue for me. Seems like switching to focal caused this issue.

I am getting same XCRYPT_2.0 error.

When I run PDK after the update to 2.2.0.0-1 I get an error on all of my machines. It is possible I just don't have something configured correctly, but it worked previously.
/opt/puppetlabs/pdk/private/ruby/2.5.9/bin/ruby: /usr/lib/libcrypt.so.1: version `XCRYPT_2.0' not found (required by /opt/puppetlabs/pdk/private/ruby/2.5.9/lib/libruby.so.2.5)
