I don't have any problems installing this; the search.cpan.org seems to work fine for me.

Since http://search.cpan.org doesn't work you should use another mirror. For example: source=('http://cpan.metacpan.org/authors/id/M/MI/MIYAGAWA/Class-Trigger-0.14.tar.gz')
