I get the this error when trying to use this recipe: Can't locate Module/Build.pm in @INC (you may need to install the Module::Build module) Installing perl-module-build solved my issue. So replacing perl as a dependency by perl-module-build looks the way to go.

search.cpan.org procudes "503 Service Unavailable No server is available to handle this request." from several ISPs. cpan.metacpan.org works instead.
