* makepkg now seems to require a package() function

I confirm that PGPLOT has been unmaintained for more than 10 years.

This package cannot compile against libpng1.5. The patch at http://pastebin.com/vrxAhPxb fixes the bug
I submitted this to upstream but have received no reply. I suspect the author may have retired.
