You need to change the source to the tarball http://pecl.php.net/get/ssh2-0.13.tgz

I made a git version of this: https://aur.archlinux.org/packages/php-ssh-git/ They're both broken upstream, but for now you can build a fixed version from here: https://github.com/yardenac/pkgbuilds/tree/master/packages/php-ssh-git
