I get this when building:

Verifying source file signatures with gpg...
    phpstan-1.8.10.phar ... Passed (WARNING: the key has expired.)
==> WARNING: Warnings have occurred while verifying the signatures.
    Please make sure you really trust them.

or is this an upstream problem?

What about: https://aur.archlinux.org/packages/php-stan

Maybe the naming was not correct, but I think there should not be two packages containing the same thing.

If you have problems importing the gpg key, try:

gpg --keyserver keys.openpgp.org --recv-keys CF1A108D0E7AE720
