This build (version 13) has an issue: https://github.com/muennich/physlock/issues/89
I was able to git clone the upstream, make, sudo make install, and it fixed the issue.
I didn't have to modify config.h, and I already had the custom PAM file from installing this package via AUR.

Arch Linux now has a restrictive /etc/pam.d/other PAM fallback configuration file, so that physlock requires its own PAM configuration file.
This is the sample file in the upstream repo: https://github.com/muennich/physlock/blob/master/physlock.pam
And here is the one that the physlock pkg in community ships: https://git.archlinux.org/svntogit/community.git/tree/trunk/physlock.pam?h=packages/physlock
