You'll need to download the picocad and toolbox zip files yourself from the upstream URL. The commercial license expressly forbids distribution through any means other than sharing the download link.
If you have run any other Pico-8 carts in the past, you will likely want to set the following values in ~/.lexaloffle/pico-8/config.txt:
windowed 1
gif_len 30
The package-provided configuration is only used the first time Pico-8 is run.
