How do I setup piwigo? I installed on my system but cannot find any way to run on command line or application menu.

No it's the same with both http and https. No idea why they'd be blocking my IP range.
https://piwigo.org itself is 403ing for me.

and it worked with the http link ? I can rollback the https to http if you need it
maybe the remote server is configured to not allow your ip range on https

I am unable to reproduce the issue, please could you test this in your shell:
curl -s https://piwigo.org/download/all_versions.php | head -1
It should print 2.10.2

pkgver is throwing an error btw because the link returns a 403.
