Are you aware that pacman only updates packages from the official repos, not the packages you manually build from AUR? I think you still did not explain how you came to the conclusion that anything is wrong with this PKGBUILD. And that, honestly, is the only thing these comments should be about.

in core there is perl 5.34 and I use 5.34. I'm not the one using an old perl.

I think you are completely lost here. This is the package base of the policyd packages, which use the system perl installation. If you have an out-of-date perl on your system you should update and rebuild custom-build packages to use the new system perl. Also, please consider being more specific in your comments, provide some context. Just a command or three-word-"sentence" is not enough to understand your issue and find a solution. Thank you.
