On startup of the service, systemd reports:
/usr/lib/systemd/system/prowlarr.service:38: LogsDirectory= path is absolute, ignoring: /var/lib/prowlarr/logs

These options take a whitespace-separated list of directory names. The specified directory names must be relative, and may not include "..".
Seems like the depenceny icu is missing
