Package cannot be built because the Python 2 based subpackage is broken.

That cannot be revived because the needed hdf5 scientific data storage format library has changed its C API headers so significantly that the deprecated Python 2 binding library would not work without significant engineering effort, which no one opted to invest.

Better to remove the python2-stsci.imagemanip subpackage. Users should use the Python 3 based package.
