This appears to require python-distro (in community), which doesn't get installed when I install this and its dependencies. Running the userpath binary or anything that imports userpath (like pipx) results in the error (exit code 1):

pkg_resources.DistributionNotFound: The 'distro' distribution was not found and is required by userpath

Manually installing python-distro fixes it.
