This seems to have been related to r-sf. After rebuilding that package, also r-lwgeom builds fine.

This does not build in a chroot, I get the following error:

** byte-compile and prepare package for lazy loading

  unable to load shared object '/usr/lib/R/library/sf/libs/sf.so':
  libgdal.so.32: cannot open shared object file: No such file or directory
