This patch to the pkg repo fixes the build for me:

Uses fedora patch for librsync 1.0.0 fix:

This no longer compiles since librsync 1.0.0:

_librsyncmodule.c: In function '_librsync_new_sigmaker':
_librsyncmodule.c:63:17: error: 'RS_DEFAULT_STRONG_LEN' undeclared (first use in this function)
_librsyncmodule.c:62:17: error: too few arguments to function 'rs_sig_begin'
sm->sig_job = rs_sig_begin((size_t)blocklen,

The patch described here seems to fix it:

This isn't building due to a python2/python3 issue. It's not too difficult a fix, and I have a PKGBUILD if you want it.

This isn't building due to the use of python2 vs. python3. It can be corrected by just stealing [community]'s rdiff-backup PKGBUILD and changing the pkgver, pkgrel, and md5sums variables.
