sdformat is a dependency of gazebo, which is a dependency of this package. You shouldn't be able to build this package without gazebo installed. Double check that you've built the latest version of gazebo.

For me it was failing to build because it could not find `sdformat`. (Which was not installed on my system)
You should add it as an dependency.
