But the packages this package relies on are still linked against python 3.9. Please learn how linking works. You need a clean build environement like a chroot or a container.
If you're too lazy, please just use my repo https://wiki.archlinux.org/index.php/Unofficial_user_repositories#oscloud

Actually I only have python 3.9 on my system and it's looking for 3.8 so that might be the issue.
