Why ros2-humble-bond uses 3.0.2?

Humble locks 3.0.2: ROS 2 Humble LTS freezes dependencies. The debian/humble/bond_core branch specifies version 3.0.2-2 and does not upgrade with upstream releases. This is the fixed version for Humble era, following ROS 2 LTS version management policy.
