Looking at the code for the caesar command in the bsd-games package, it seems that you can symlink caesar to rot13 and it will behave as if you had called caesar as caesar 13.

It also seems that the original rot13 command was just a shell-wrapper around caesar: exec caesar 13 "$@".

The rot13 binary no longer seems to be included in community/bsd-games. Could you remove the conflict, please?
