Common practise when open sourcing an old game is to only provide the source code and letting the assets stay under commercial license.
You can buy the game or download it from some abandonware website, there is also a shareware episode: http://icculus.org/rott/share/1rott13.zip

Getting an error when I run either "rott" or "rott-shareware". I did some searching and it seems like I need a map file and some other file. Anyone know where I can get these?

Is the data expected in /usr/share/games/rott? Can you add an install file with output to remind users? There isn't a need for a wrapper, right?

Doesn't seem the data dir is set right:

datadir = no
datarootdir = ${prefix}/share

Check debian/rules from http://http.debian.net/debian/pool/contrib/r/rott/rott_1.1.2+svn287-2.debian.tar.xz, you'll see the data dir is set to an FHS standard dir. Adding --enable-datadir="/usr/share/games/rott/" worked fine for me on a manual build. runrott /usr/share/games/rott/DARKWAR.RTC has the same effect, but it would be nice to add that data dir.
