I would still find some low-key point in runtime packages. The thing is.. On linux it doesn't make any sense for the system to be aware of them.
Like, even with wine it could only be a thing internal to it.

This kind of separate runtime and assets package was conceived 20+ years ago during the early years of digital game distribution, when not everyone had broadband. The idea was to allow game publishers to offer a "light" game package that does not have these assets. That way, users could fetch the upstream RPGMaker assets themselves, a one-time download, and reuse them with multiple games.
But in this day and age, such distribution methods are wholly superfluous - especially if these kinds of packages are broken, unmaintained.

Games may be shipping different content tbf.. Still, yeah. Now that I check better there doesn't seem to be anything useful here. The setup just contains the runtime (which is dead code outside windows) and some basic assets. And it's the same for all the other RPGMaker packages.

This package is not needed, because this runtime content is already bundled together with the games created with the RPGMaker VX framework.
And indeed this build has been broken for more than 7 years.

Another idea could be also switching to the actual international release (the only difference is the title screen and the readme, but still) https://dl.komodo.jp/rpgmakerweb/run-time-packages/vx_rtp102e.zip
