the only thing i could do with this issue is creating a separate rralle-bin package, that does not depend on rebar3. here it is - https://aur.archlinux.org/packages/rralle-bin

can't reproduce your issue. can you explain, what you did and what erlang/elixir packages do you have on your system, and what about OS?
