Did you actually get things working by installing the AUR packages alone?
iirc there was some issue that prevented building from the AUR packr.
Either way, upstream needs to migrate to embed as packr is dead - https://github.com/ansible-semaphore/semaphore/issues/1015

Can you please add "packr" as dep?
