Could "shaka-packager" be used instead of (or additionally to) the generic "packager" for the name of the binary? E.g. N_m3u8DL-RE's "--use-shaka-packager" option searches for that, I needed to softlink /usr/bin/packager to a personal directory on $PATH to "shaka-packager" to make it work
