@nfs You need to install VPN Client Manager for Windows using a Windows system or wine, then copy the files to the PKGBUILD directory. They use a custom installer. There is an issue open to add a ZIP package so I can use to obtain the files more easily - https://github.com/SoftEtherVPN/SoftEtherVPN/issues/411.

This doesn't build as is, because the hamcore.se2 and vpncmgr.exe files aren't available. I see that I could edit the PKGBUILD to '/usr/lib/softethervpn/hamcore.se2' instead of 'file://hamcore.se2', but I'm not sure that is appropriate, and I don't know where fo find vpncmgr.exe, which also seems to be a dead link above under sources and in the PKGBUILD.
