Finally got it through gpg --keyserver --recv-keys 3A6A4DB839EAA6D7

Instead of using url to receive key. I don't know what's going on but I believe there was bug on gnupg reported here

This is weird, since it definitively does work here (and in fact even without the 0x). Are you able to get any key at all? It must be an issue on your side, like GnuPG being misconfigured.

Yes, but your command line is wrong: they key must be preceded by a 0x marker to indicate it’s an hex chain. Try this:
gpg --keyserver --recv-keys 0x3A6A4DB839EAA6D7

If you face this:
