Note that this was called RTSadmin before.
You need to do /etc/rc.d/target start in order for this to work and there is also still a bug in rtslib keeping it from loading the fabric modules. You can load tcm_loop and others manually or patch rtslib/utils.py:608 to accept zipped kernel modules.
