Fix: override the https download agent to send a proper UA

if they are filtering for user agents on https://crates.io/api/v1 endpoints I think the proper solution would be to hit https://static.crates.io/crates/${pkgname}/${pkgname}-${pkgver}.crate instead as stated on https://crates.io/data-access#crate-content

crates.io rejects the default curl User-Agent with HTTP 403, so makepkg cannot download the source. Fix: override the https download agent to send a proper UA:

# crates.io rejects the default curl User-Agent with HTTP 403,
# so override the https download agent to send a proper one
DLAGENTS=('https::/usr/bin/curl -qgb "" -fLC - --retry 3 --retry-delay 3 -A "makepkg" -o %o %u')

hey I tried to build the latest version (2.11.4), but it seems https://crates.io/api/v1/crates/tauri-cli/2.11.4/download it's not reachable from either updpkgsums nor curl (I get a 403 on both) I had to use the github tarball on https://github.com/tauri-apps/tauri/archive/refs/tags/tauri-cli-v${pkgver}.tar.gz
