Hello, I've created an AUR package that use the GitHub API to install the latest released or prereleased version from the official repo without changing the PKGBUILD. I still think to bump the version in AUR frequently, but you don't need to rely in me to have the latest version. The package is called telegram-desktop-bin-latest if someone is interested! :)

You should fix pkgver, now it's 0.9.60 I think.

latest pkg is broken für desktop file

in our local ~/.local/share/applications/telegramdesktop.desktop
the exec file is "somehow" now only
Exec=-- %u
(you should drop this one... no need for a local .desktop file

the system *.desktop file
the WMStartupClass is "Telegram", while the real wm class is "telegram-desktop"
xprop | grep WM_CLASS
WM_CLASS(STRING) = "telegram-desktop", "telegram-desktop"
the exec file is
Exec=telegram -- %u
while the real binary now is:

so the real desktop file would be something like this:

[Desktop Entry]
Name=Telegram Desktop
Comment=Official desktop version of Telegram messaging app
Exec=telegram-desktop -- %u

btw version and encoding sections are depricated.
