That has absolutely nothing to do with provides() and conflicts().
Does every Arch repo package have to conflict with every variation in the AUR? No. That's not how it works. Please follow package guidelines as I mentioned below.

For a couple of years, only tlpui-git was present in AUR. Now that I've created a stable release version of the tlpui package, I should let users of tlpui-git know about the existence of this tlpui.

I'm adding tlpui-git to provides, but not tlpui (pkgname).

A package provides itself, there's no need for provides() and conflicts() here at all.
tlpui-git
already provides and conflicts withtlpui
. This does NOT providetlpui-git
