I had to add CAP_SYS_RESOURCE to CapabilityBoundingSet in order to get the tor service to start otherwise I got the following error:
"Unable to raise RLIMIT_MEMLOCK: Operation not permitted"

This recently changed from 2.9.0 to 2.8.1.
#tor recommends not using this version and installing pacman -S tor instead.
