The package version is based on the edit date of the metadata files/source zip files, since upstream doesn't rely on semantic release version rule or any other things like that to date (2023-02).

This versioning issue may be changed in anytime when upstream is properly versioning the releases.

Plz, when facing with the Open_Data.zip file checksum failure, just check the upstream URL and inform me the date of "詮釋資料更新時間" via "flag the package as out of date."

Also, check that the zip you downloaded can be opened properly, as upstream sometimes serves in a bad manner.

Noted that the source server is a bit wrecked

I'd recommended that you fetch the source zip using continuous wget method and run until it finished after dozens of failure.
