On one of my machines, the gpg key issue persisted after changing the keyserver to ubuntu. Instead, the solution was to manually add nameservers to
/etc/resolv.conf
directly (e.g.:nameserver 8.8.8.8
). Runningdig keyserver.ubuntu.com
(frombind

In resume:
This line don't overwrite the file in case there is a previous one (notice the double >). You can use other keyserver such as hkps://pool.sks-keyservers.net
