Workaround: Able to get this to work by changing version in PKGBUILD to 2.2.21 and using the following signature. sha256='9b75f5ff0484adddbaf04924e8af3d3c9fb4b31cc5524c3d4b80b4c1307d1a7d'

Package is broken since 2.2.19 is no longer available. udunits is now version 2.2.20.
