Keywords "ru", "russia" or "russian" are not being displayed by AUR web interface for some reason. They are present in the PKGBUILD. I have no idea why.
As for patch during compile time - this is precisely what's being done on the github repo building this package.
If you are asking why I didn't submit this upstream - it is because I'm sure that they don't need to taint their builds with this very specific and niche change.
If you are asking why this isn't built from source - it's because I think it's a waste of time for anyone, if Github Actions already set up to do that.
This PKGBUILD just downloads an already built binary package for pacman from said repo and installs it - because I just reused PKGBUILD from the upstream (https://aur.archlinux.org/packages/ungoogled-chromium-bin), which does exactly the same.

This PKGBUILD downloads and installs a package automatically built from this repo:
https://github.com/giantplaceholder/ungoogled-chromium-archlinux
TL;DR: this is regular ungoogled-chromium with embedded CA of Russian Ministry of Digital Development, and trust restricted to a pre-defined list of web-sites which plan to use or already use TLS certs issued by this CA.
This is an adaptation of changes introduced by Ruthenium to the desktop Chromium build. Nothing else.
Build process and patches are fully public. Please browse through the packaging repo and its changes before blindly installing this, please.
