Sorry, @eb3dgz, but it's not working. The vtun server without patch on Debian rejects connection from the patched client after "Use SSL-aware challenge/response" stage.

just sent to your email a patch to compile vtun with openssl3 (author is xjimenez@capatres.com).

@eb3dgz, thanks! openssl was updated to a new branch 3, and this usually required new patches. For now, I will change the dependency to the previous branch 1.1, and then I will patch it.
UPD: build with openssl-1.1 released

Added three patches from Debian, one replaced existing 0001-fix-bison-compile-error.patch, and another one is for building with openssl-1.1.
I'm still wondering if I need to change the existing patch for the new version, just to change the version number.

There is nothing new in 3.0.4 "new" version, except a couple of comments "for MMU / non-MMU systems" in the man page, the regenerated config.h.in and the new version number. All changes in the Changelog are already present in CVS for long time, and already included in the cvs-2013.patch.

According to http://vtun.sourceforge.net/, Version 3.0.4 is already out since 2016.
