Wrong LIBRARY_PATH , package installs files to /usr/lib/xash3d/usr/ instead of /usr/lib/xash3d/

Getting segfaults on Arch as of July 29, 2019. Ryzen 7 2700X, fully up-to-date.

@robertfoster Everything is fine and should be fine, because I don't plan to break existing packaging scripts. Except is splitting out VGUI to separate package, because it's proprietary and may be replaced by opensource alternative in future. And we also move from CMake to waf for new engine.

Hi, robertfoster! :)

Thanks for your effort. I already tried to build a package for Arch Linux at OBS. Don't know though is it valid, it just builds and that's all. for Xash3D FWGS Dedicated Server for Xash3D FWGS. Not complete at this time, I plan to do it for 0.19.2. :(
