OpenDesktop.org uses download redirects now so the previous URL won't work. It needs to be changed to the following in the PKGBUILD for it to work:

This xcursor theme is amazing! This is the best among many great themes. Thanks to the creator and the AUR PKGBUILD maintainers!

I think your PKGBUILD has two problems: it uses build() instead of package() and, putting icons in "/usr/share/icons/Pulse-Glass/cursors" instead of "/usr/share/icons/Pulse-Glass", gives some problem with some DE appearence settings manager (tested with Xfce), not finding the theme after installation. Plus, I would avoid the use of for. If you want you can find an updated (already tested) PKGBUILD here: http://pastie.org/7630690
