Indeed, I agree with jnkrpn. You should remove the conflict statement. Module is installed under /usr/lib/php7 and config under /etc/php7. So there's actually no conflict at all, and it prevents users to install xdebug for both php7 and php8. Thanks for the package :)

You must delete the conflict. This is not necessary, since the module is installed in /usr/lib/php7/modules/xdebug.so

And you can update the xdebug.ini

xdebug.mode=debug,develop
xdebug.client_host=localhost
xdebug.client_port=9001
xdebug.remote_handler=dbgp
xdebug.start_with_request=yes
