https://github.com/Xpra-org/xpra/commit/3efba9571b47ec073d6fab2293348c4f28dd793e:

Starting with dummy version 0.4.0, only one optional patch is added to the version found in the xpra repositories: https://github.com/Xpra-org/xpra/blob/master/packaging/rpm/patches/0006-Dummy-Disconnect.patch

Does this mean that we do not need this package unless 0006-Dummy-Disconnect.patch is crucial?

I did so, too. It builds, installs and works. By "works" I mean I have not encountered a problem. I have not tested in in depth, because I wouldn't know where to start.

After removing the conflict and depend restrictions I could build the package. Connecting to Xpra also seem to work.

The xorg-serrver is now on X-ABI-VIDEODRV_VERSION>=25.2 and this package doesn't build anymore.

Oops... I thought that I did update the package quite some time ago. I did forget to update the .SRCINFO however and the updated version didn't show up because of that.

This should be fixed now.

It would seem this package depends on xf86dgaproto, which is not available anymore.

xf86-video-dummy (the package) depends on xorgproto. Possibly this is what should be used here?
