Why don't you use https://archive.xfce.org/src/panel-plugins/xfce4-docklike-plugin as url instead? You'd only need to do ./configure --prefix=/usr and wouldn't need xfce4-dev-tools anymore. See e.g. https://gitlab.archlinux.org/archlinux/packaging/packages/xfce4-panel/-/blob/main/PKGBUILD

yeah it worked after I installed those missing dependencies, I should have added that in my last comment, you should add those packages to the dependencies.

Please try o install the autoconf package and see if it works.

Failing to build latest update because it needs autoconf, automake and pkgconf need to be added to the dependencies
