Oops, please ignore my first try at a 4.10.0 PKGBUILD. This is the "real thing" :)
I was forced to make this conflict with upower, polkit and consolekit, as you no longer can "configure" them away :(

You'll need to edit your sudoers file to give yourself permission to run /usr/lib/xfce4/session/xfsm-shutdown-helper without a password, like this, for example:
[your user name] [your hostname]= NOPASSWD: /usr/lib/xfce4/session/xfsm-shutdown-helper
If you don't do this, you'll be asked to enter your password every time you want to shutdown or reboot via the Xfce dialog.

Because Xfce depending on GNOME stuff is kinda missing the point, I think :)
