Thank you, TingPing. Unfortunately bringing this up reminded the developer to merge https://github.com/znc/znc/pull/1166 which I'm pretty sure changes the config directory from /var/lib/znc/.znc to /var/lib/znc and that may be undesired :(

I think it's broken. /usr/lib/systemd/system/znc.service contains this, literally: ExecStart=${exec_prefix}/bin/znc -f
