So the question is where can we host the i686 binary and who is going to make it. I can make the binary if you trust me. But then, I guess I can just make the lib32 pkg available somewhere. So where can I put it?

To have a lib32 version of this package someone should provide webspace to hold an i686 binary (compiled without processor-specific optimisations). After this is available, a PKGBUILD like the one for lib32-freetype2-ubuntu is easily done.

I'm not sure how a custom made binary can be distributed via AUR system. I'd love to do it, if someone here can give me a guide.

I use KDE, so mostly Qt is doing the hard work. I found the stock cairo works poorly with this patched freetype2, so I use cairo-lcd, which gives clearly much better results. I don't have experiences with -cleartype or -ubuntu. Maybe you can just try and see which one works best for you and share your result with others in the forum. And just for the record, I use hintslight and lcddefault with autohint set to false.
