I believe that the appbuilder isn't shipped with the LabVIEW full base package (only professional). You should be able to install by commenting out that package in the source array.
The LabVIEW iso files can be downloaded from (requires account with license) https://www.ni.com/en-no/support/downloads/software-products/download.labview.html#306371
Then, the downloaded iso must be unpacked to find the .rpm files.
