Both URLs should work perfectly fine, actually. For me sources.redhat.com was a bit faster, but your mileage may of course vary. I still decided to change to sourceware.org, as it seems to be the official URL for the project.

The PKGBUILD seems to be outdated. Points to a different url 'ftp://sources.redhat.com/pub/newlib/...' instead of 'ftp://sourceware.org/pub/newlib...'
