The problem is not related to this package. It only rebuilds every time a new commit is added when using yay.

paru keeps reinstalling this package every time I run it. Anyone else have similar problems?

Upstream are tagging releases so it might be nice to switch the pkgver() function to e.g.:

pkgver() {
  git -C numix-icon-theme describe --long --tags | sed 's/\([^-]*-g\)/r\1/;s/-/./g'
}

AUR never contains the files of the project. Find the source of the AUR pkgbuild and report there. In this case you need to go to https://github.com/numixproject/numix-icon-theme

There are missing icons for Xfce, such as Xfce terminal, and in the Settings window: Desktop, File manager settings and Xfce terminal. These were not missing in older versions of this package (don't know which one).

It's indeed not needed.

The package numix-folders-git contains a numix-folders.hook which triggers when this package is updated.

As the hook is in the other package, gtk-update-icon-cache is by no means a dependency of this package.

Edit: The upstream URL is outdated, https://numixproject.github.io exists
