It is usually not a good idea, to use a lossless compression algorithm on already lossy compressed data. paq8o is the predecessor of the more modern zpaq compressor, the former uses a multi-stage bit prediction model, where as the latter is more configurable and has more features.

I attempted to compress an mp4 and it too much longer than ark took to compress 7z file format using the default method which was lmza2, and even without using nearly as much time as paq8o did completed the compression quicker and barely but still marginally smaller, paq8o using 16,309,792 bytes while 7z used 16,305,679 bytes so for .mp4 files I wouldn't recommend it. I also tested a text document which turned out to make a file larger the it uncompressed form using more bytes in the process so .txt files had no luck either. Not sure what files this is intended to work for as I set it to max compress -8. Also for some reason it tells you to use paq8o9 instead of the actual command paq8o as the former doesn't work and unlike many other cmd based software doesn't have a --help command, in order to get help for commands just type 'paq8o' and nothing else.

This is an upstream issue. You can download via http manually and place the file in your sources directory
