Developer of picpgm just released x86_64 build and I created a diff patch for PKGBUILD (https://gist.github.com/makiftasova/25e816c85a6e90c7a764d08cac8465b5)

Since picpgm only available as i386 package, dependecies should contain required multilib packages. and also it seems like project is not licensed under GPL, please see "disclaimer.txt" file in source archive.
